is there a way to do a custom report for a selected range of nominal code for a specific tag?

Unfortunately this isn’t possible at the moment. The only report we have available for project tags is the graphs (invoice and cash based), and the Profit and Loss report.
We can certainly consider adding additional reports, and adapting existing reports for project tags - you’re welcome to post any suggestions in the #feature category and we’ll monitor the interest in them.
