It probably is not a bug, but just noticed that the time used in Event Log report is an hour out (seems like winter time). Does that get adjusted when time changes or is that the same all year round?

You are correct, the time stamps in the event log should have adjusted for daylight savings. This should now be resolved, thank you for letting us know.
