Is it possible to have an account lock date that can be specific to a single account e.g. I reconcile paypal merchant account and I want to prevent a client inadvertently adding something in at the wrong date.

You can’t set one for an individual bank account I’m afraid - only the account as a whole:
You can set this if you wish (it can be found in your Account Settings), but this will lock all payments, invoices, journals etc., up to the lock date
