Does the annual company accounts include filing to both HMRC and companies house?
Do I need to pay 2 times £299 to cover the both the 10 days of the first accounting period and the the “next” year?

Yes the service includes filing of the CT600 tax return to HMRC along with the statutory accounts that are sent to Companies House.
For first year accounts you don’t pay £299 times 2, although there is an extra £60 payable to cover the second filing period (explained in more detail here).
