I am unable to create my VAT return to file via MTD / API. I have tried to reconnect to HMRC but get an error message that link attempt failed. I can not find anything online about HMRC servers being down at the moment.
Any ideas or information to the contrary?

I can see on your account you have managed to connect your HMRC account (Reports > HMRC).
You should be able to do a successful submission now.
