Paypal also seems to be duplicating payments out?
Firstly, what sort of items are there in your account? Are they payments in or out? Are you able to supply any examples of the description at all?
As for the duplicating of payments out - I’d assume this would be the bank transfers. Take a look at this post:

I did have a look at your account and couldn’t find any duplicates.
