This would generally mean that one of the following is incorrect:

• VAT Number
• Username
• Password
• You are not enrolled on the Government Gateway for submitting VAT returns

Try using the same credentials you entered into QF on the [HMRC VAT online website].(HM Revenue & Customs: Service unavailable)

Generally, just double check all your details and make sure everything matches with with HMRC
