About imports of digital goods like games and codes (intangible items)

Hello.My company purchasing from EU registration codes (such games etc) which delivered through email only (digital delivery) and i export them to other companies out of UK again by digital delivery.Does anyone know if i am obliged to hire an agent to do declarations of imports and exports to customs? As i read to HMRC orders, this job belongs to digital services (such communications broadcasting etc) but i can not find anywhere an answer if is needed declarations to customs for imports and exports when items are digital.
