Is there an API call to get the a cash based P&L report?

This is not possible at present. The reports API available can be found at the link below.
https://api.quickfile.co.uk/method/report

I have changed the tag of this post to a feature request, that way it allows other users to add their vote and we can monitor how popular it is.
