Advanced Customisation Bug: login CSS

I have customised my login page and just noticed that if you fail the login all the advanced customisations are dropped.

I can see the the custom CSS file

Exists in the login but after a failed login this CSS is missing.

The link has been modified and has masked data and is lot the live CSS
