Can I declare a dividend from a previous year's profit?

No dividends were declared or issued in year ending 2015.

If year ending 2015 profit after tax was £6000
and year ending 2016 profit after tax will be £1000…

Am I able to take a dividend from the total profits from both financial years (up to £7000), or only from the current financial year’s profits (up to £1000)?

Yes you can pay dividends, providing there are retained profits in your company, even if those profits were accumulated in a previous tax year.
