Credit control setting does not stay switched on

Hello

The Credit control setting does not stay switched on.
When I click “Save Credit Control Preferences”, it seems to save fine. (see image 1)
But then if I leave the page and come back the setting is Disabled. (see image 2)

Try clearing the cache.

Why would that resolve an issue with a dynamic page? Caching is due to static content.
I have also tried this on multiple browsers, with the same problem.
