The default tax year should be the latest one with incomplete data
Typical use case
I have been driven mad this morning by the Self-Assessment screen opening every time in the 2026-27 tax year, rather than the 2025-26 year that I have been trying to complete.
How I would expect it to work
Whilst there is outstanding data to be entered and forms to be filed for the previous tax year, this should be the year that is displayed by default, rather than expecting the user to re-select the correct year every sodding time the screen updates.
