As far as I can tell, there’s no way to add team members who only have access to create and view records tagged to a specific project. Is this something that could feasibly be implemented?

You’re right in that it’s not possible at the moment.
Personally, I think this could be complex to implement. But we’ll leave this open, and if there’s enough interest from the community, we can take a look at the feasibility of this.
