Invoice: Enter hours as decimal or time

Currently time entries on Invoices are decimal format, e.g. 3.75 for 3 and three quarter hours.

It would be useful to be able to also enter them as time format, e.g. 3.45 for 3 and three quarter hours.

A toggle button to switch between format entries would be ideal.

Or have it recognise colon for minutes (so 3.75 hours is the same as 3:45).
