We have 2 referral accounts used by self-employed consultants, they have expenses that are refunded by us, can they “rebill” these expenses?

By “referral accounts”, do you mean they have QuickFile accounts themselves?
If the expenses are entered into the account they can rebill them to any client. This would just be treated as a sales invoice.
