Reclaiming 'wrong' VAT on insurance claim

I had a new windscreen fitted to my car. The insurance excess was £95. As I’m VAT registered I had to pay all the VAT on the full cost of the windscreen. I have an invoice for £95.00 plus £33.20 VAT, £128.20 total.

Obvs I want to reclaim the £33.20 but QF won’t let me because that’s not 20% of £128.20.

How do I get out of this one?! Is this example given by the forum still reasonalble. Even though I did pay something towards the cost? Claiming VAT Element of Insurance claim
