Text - inches (") showing as HTML code in Inventory

When I add a product into Purchase orders which has " as part of the description I get:
Mushroom Universal bag for 32'&#39&#39 timpani instead of 32"
I have changed it in the product page using both " and (2 x ') and it has shown saved (or perhaps not). Ideas please to resolve this
