An administrator is the person who would be the main account holder.
Generally speaking, there isn’t a huge difference. If there was ever an issue with logging in or accessing the account, we would deal with the admin. They would also have access to everything on their account too.
A standard user would have to be created by an admin, but can have their privileges customised (take a look here: Configuring privileges for your team)
